China is one of the countries which are profoundly affected by natural disasters in the world. The investigation revealed that domestic natural disaster risk communication (NDRC) platforms cannot meet the increasing demands of NDRC because of vague classification of natural disaster stakeholders, difficulty of judging the reliability of risk message and lack of two-way communication means. These problems are studied in this paper. First, the stakeholders are classified as governments, experts and the public according to cases study. Then the communication process-oriented evaluation system of natural disaster risk message is built with multi-index comprehensive evaluation method. At last, the framework of internet-based NDRC platform is proposed and demonstrated. |
