Abstract | ||

Emergency response models for emergency events have been studied widely by scholars at home and abroad in recent years. The major consideration in these researches is the elements involved in the emergency response phase, which do not consider the lifecycle of emergency management. According to the characteristics of different stages in the lifecycle of emergency management, this paper constructed a universal emergency response model by drawing the common elements from various stages of four types of emergency events: natural disasters, accidents, public health events, social security incidents. Then the horizontal relationships among the top-level elements of the model and first-level elements of each top-level parameter were analyzed primarily. |
