Assessment tool for websites dedicated to drug policy
Abstract
In the world of drugs, technology and the internet are being used as much for orientation, prevention, treatment, civil organization and definition of policies as for production, trafficking, marketing and consumption. Various debates arise concerning the impact of technology and the internet in this field. This article contributes with this body of literature through the study of the legal applications of technology. In particular, the websites of governments, civil organizations and international organisms dedicated to provide a virtual space for information, discussion and participation concerning different aspects of drugs and their effects on society, groups, family and individuals. The main objective of this article is to make a first evaluation of 137 websites from 51 countries and 35 international organisms specialized in themes related to drugs and drug policy. The evaluation consists of eight dimensions: information, interaction, data bases, transactions, integration, participation, performance, and style and design. The result is a premature world ranking of websites dedicated to drug policies and a list of practical recommendations for decision makers and administrators of these technologies. It includes some comparative examples between countries as demonstration of the usefulness of this assessment tool.
