Developing the VRML 97 International Standard
Abstract
International standards for information technology increasingly are developed by standards committees in partnership with industry consortia. VRML provides a good illustration of this. The early stages of development, which took place within the VRML community, included an open Request for Proposals, debate over the relative merits of the submissions using an Internet e-mail discussion list, and selection of a winner. The final stages of development involved a cooperative effort between the International Standards and VRML communities. This development methodology applies widely development of future information technology standards.
