Abstract
This paper proposes a frame rate-control schemewith a MINMAX distortion criterion in the frameworkof a rate-distortion optimized motion compensated embeddedwavelet coder. The MINMAX criterion aimsto minimize the maximum distortion in a group of pictures(GOP) for a given bit rate.
