•We model the interaction between state behavior and international system structure.•We simulate the growth of the emerging international cyber security regime.•The model predicts an emergent bipolar system, implying a potential cyber Cold War.•If greater emphasis is placed on gains from trade, cooperation across poles arises.•If similar capabilities are emphasized more, powerful states fail to join a regime.
