•We develop a hybrid algorithm, based on VNS and ACO.•Edit distance measure is used to reduce the solution space.•A novel approach for updating pheromone value is presented.•New gain techniques are used to reduce the solution time.•Extensive computational experiments prove the effectiveness of our approach.
