Radio spectrum vision in 50 years from now: Consideration on long term spectrum refarming mainly below 3 GHz
Abstract
This paper discusses spectrum allocation vision from market and technology trend. We focus on spectrum usage mainly below 3GHz, which is widely used and congested. There are large rooms of improvement in efficiency on already allocated spectrum. Main concepts of improvement come from introduction of common technology among various spectrum licenses as much as possible, and introduction of common operators among current small licensees. In addition, it is proposed to study the use of common technology platform on non-telecom usages as well, such as broadcasting or radar systems. Although re-farming the already allocated spectrum may take long period, spectrum usage will converge to the reasonable point, if we have a clear future vision. From this viewpoint, we discuss "the spectrum vision in 50 years from now".
