Title
The Role of Culture in Developing the eGovernment Absorptive Capacity of Agencies in Saudi Arabia: a Conceptual Model.
Abstract
While the importance of societal culture and electronic government (e-Government) capabilities have been acknowledged in information systems (IS) research, few studies have focused on how government agencies in developing countries establish effective delivery of e-Government services and influence societal perspectives of these services. Saudi Arabia is a developing country that is less advanced than developed and several developing countries in its implementation, management, and delivery of e- Government services. Using Hofstedeu0027s cultural dimensions and absorptive capacity theory, this paper provides an initial conceptual model to identify the role of a societyu0027s culture in developing the capabilities of government agencies in Saudi Arabia to deliver effective e-Government services.
