•We present a discrete-time discrete-state Markov model of a two-station one-buffer transfer line.•A restart policy based on the buffer level is adopted on the first machine/station of the line.•The “restart level” can be arbitrary set in the range [2,N −2], where N is the buffer size.•The “restart level” affects the blocking probability and the available production time‘.•This restart policy is important in practice in case of outage costs (e.g., waste production). |
