•A distributionally robust optimization model for surgery blocks allocation is developed.•Theoretical bounds for the objective value of the model are found.•A polynomial-sized mixed integer linear programming reformulation is derived.•A heuristic based on constructing a discrete distribution for surgical duration is proposed.•The results show the superiority and practicality of our approach.
