•A game-theoretic model of transportation markets in disaster relief is developed.•The model’s Generalized Nash Equilibrium is formulated as variational inequality.•Numerical solutions highlight benefits of extending the use of framework agreements.•Reducing transportation cost brings positive, but decreasing marginal improvements.•Interventions by policy makers can lead to inefficient use of donor funds.
