•Address the dynamic nature of cyber-system vulnerabilities through application of an iterative learning and inference approach.•Incorporate hidden time-varying system health characteristics that may not be directly observable to cyber-system administrators or managers.•Recognize that multiple types of cyber vulnerabilities need to be assessed to provide a holistic assessment for overall system state of health.
