•For each Discrete Cosine Transform matrix, we obtain submatrices without full spark.•We demonstrate that submatrices formed by their first rows always present full spark.•Spark is also maximum by mixing columns from different Discrete Cosine Transforms.•A channel filter can be determined by any random set of its transform coefficients.•Compressed Sensing recovery algorithms show good behaviour with such matrices. |
