•A hyper-heuristic based ensemble GP framework is proposed to solve the SRCPSP.•A sequence voting mechanism is designed to achieve PRs collaborative scheduling.•The basic components of existing hyper-heuristic scheduling are modified.•The local search, mutation and renewal are designed for improving GP evolution.
