Research on the route selection of emergency rescue materials based on fairness and timeliness in the early post earthquake period
Abstract
In view of the damage of the emergency road network in earthquake-stricken areas to different degrees, considering the fact that the supply of relief materials in the early stage of the earthquake is in short supply, and considering whether the victims feel fair about the emergency relief materials, a two-objective nonlinear programming model with both fairness and timeliness is constructed in the early stage of the earthquake. In this model, the objective is to maximize the sum of the psychological satisfaction function values of the victims, and to minimize the sum of the time for the delivery of relief materials to the affected points. Based on this model, the distribution scheme of relief materials from multiple relief points to multiple affected points is selected. Based on the NSGA - II improved a multi-objective optimization algorithm to solve the model. Finally, some examples are designed with some disaster points in lushan earthquake as the background, and the reliability and effectiveness of the model and algorithm are proved by data experiment.
