•We modeled a time-dependent cash-in-transit routing problem in multigraph networks.•A new risk index and route duration constraint is involved to construct safe and balanced routes.•The problem is studied under both deterministic and stochastic time-varying traffic congestion.•Efficient solution methods are developed to obtain optimal and near-optimal solutions for the investigated problem.•We tested the models and algorithms on a real transportation case and numerical instances. |
