•Congruence transformation method and Schur complement are employed to determine the controller gain matrices.•(2) Cone complementarity linearization algorithm is constructed to convert controller design problem into minimization constraints.•(3) Stochastic Bernoulli theory is employed to describe characteristics of random occurrence for packet dropouts in signal transmission network.
