•We propose a new model to minimize the number of sensors for the purpose of full link flow observability.•We further integrate flow estimation by the linear regression method into the traffic sensor location model.•We present a sample-based model to minimize the flow estimation error under a given number of sensors.•An approximation model is presented to address the problem with a limited number of inaccurate prior link flow samples.•Our approximation model has a high computational efficiency and a high out-of-sample performance for large-scale problems. |
