Abstract
•A new congestion function is defined as a surplus flow on hub per total flow ratio.•Particle Swarm Optimization helps dealing with the nonlinearity of the model.•The model selects more hub and tolerates higher cost to obtain homogeneous network.•Suggested solution procedure is very efficient and yield promising outcomes.•Considering time, capacity or cost factors of congestion isa visionary approach.
