•Method to co-create knowledge based evaluation questionnaires.•Compared games against face to face learning for 116 police learners in 3 forces.•Games significantly increased understanding over face to face learning.•Pinpointed type of tacit knowledge games increased and face to face decreased.•Co-created evaluation more valid and relevant for practice application.
